Policy dialogues with emerging economies on a low carbon economy
The German Federal Ministry for Economic Cooperation and Development (BMZ) aimed at fostering strategic partnerships with emerging economies countries like China, India, Mexico, Brazil, South Africa, Indonesia and Egypt in order to discuss their growing significance at the global political level concerning climate change and energy governance. On behalf of the BMZ, InWEnt - Capacity Building International conducted a series of dialogue forums to address the issue of low carbon economy (LCE) with decision makers from ministries, public authorities, research institutes and think tanks as well as from regional and international institutions.

The LCE concept seeks to reconcile economic development and ambitious climate protection and calls for long-term transformation processes towards lower global emissions. Apart from the energy sector, additional areas such as urban energy consumption and land use and forest protection have received increasing attention during the international LCE debate. Therefore, the development of joint strategies as a means of advancing a transformation processes towards a LCE was discussed at two forums in December 2008 and April 2009. The discussions continued during the remainder of 2009 in India, Brazil and South Africa.

adelphi supported InWEnt by preparing the dialogues, providing background papers, chairing meetings and involving government and business representatives and experts in research and think-tank institutions.
