David Hynes is an Advisor at adelphi in the Carbon Markets and Pricing programme, where he focuses on emissions trading and market mechanisms. He is also part of the Secretariat of the International Carbon Action Partnership (ICAP), where he supports capacity building in countries looking to implement emissions trading systems. He previously worked for the UK Government on international carbon market policy, including leading work for the UK Presidency on Article 6 negotiations at COP26.
