Lukas Rüttinger is Senior Advisor at adelphi. He has been working at the intersection of environment, development, foreign and security policy for more than ten years. He is leading the areas “Peace and Security” and “Resources”. Lukas has gathered extensive experience in developing and implementing international consulting and research projects. He has worked on behalf of several German ministries, the European Commission, as well as German and international organisations working in development cooperation. Through his work, Lukas is creating solutions for complex challenges and crises that are emerging from the interplay between environmental issues, climate change, socio-economic challenges such as rising inequality, governance problems and political instability.

As an experienced project leader, he designs and evaluates projects and programmes for national and international institutions and supports them in international negotiations and high-level political processes. His work is primarily centred on the intersection of development, security, foreign, and environmental policy. He has sound competencies as an evaluator, moderator of scenario workshops, and as a trainer in the environmental, natural resources, and conflict fields. Lukas is Capacity WORKS certified.

He has worked on the security implications of climate change for the UN, the OSCE, the European Commission, the European External Action Service, the German Foreign Ministry, and the G7 leading the work on the “A New Climate For Peace” report.. He is also developing methods and instruments for analysing and managing conflicts relating to natural resources, is investigating the security implications of climate change, and is advising development organisations on sustainable development in post-conflict states. His second focus area is extractive resources where he assesses the criticality of resources, the environmental and societal impacts of mining, and the impacts of climate change on the mining sector to develop approaches, policies, and strategies for improving environmental and social standards and increase the sustainability of value chains.

Lukas is also the author of numerous scientific publications, background papers on environmental and development policy issues, and practical handouts for decision-makers working in politics and practice. He has international career experience in various regions of the world. His regional expertise extends from Asia to Latin America and Africa.  

Prior to joining adelphi, Lukas worked for the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ); first in business development at their Berlin office, and then in the field of renewable energies in Senegal and Germany. He was most recently a project manager for the "Biodiversity in Good Company" initiative of the German Federal Ministry for the Environment, Nature Conservation, and Nuclear Safety (BMUM) working on strategic environmental dialogues with emerging countries.

In the course of his Diplom degree course in political science in Würzburg and Potsdam, Lukas dealt intensively with the topics of development cooperation work, security policy, and the environment.
