The coalition agreement for the 17th parliamentary term stresses emission trading as the primary climate protection instrument that could be developed within a global carbon market. At the end of June 2009, the amending directive to modify the European Emissions Trading System, which will commence in 2013 and continue on, must now be implemented into national law. The Emissions Trading Working Group (AGE) considered this situation in its 2010 working programme.

The AGE, on the other hand, focused on the following issues during 2010: direct and indirect Carbon Leakage, identification of installation covered by the ETS, monitoring, reporting and verification as well as defining the benchmarks that will be developed through a free allocation basis by 2013. The legal implementation of both the amending directive as well as the directive on the inclusion of aviation activities in the EU ETS was planned for 2010. Amending the Greenhouse Gas Emissions Trading Act (TEHG) was also envisioned.

During the course of 2010, adelphi supported the institutional set up of the AGE by providing staffing, administrative and financial management, consulting and member services.
