
As the Indian demand for natural resources grows, the pressure on the environment and climate increases. The Indo-German Environment Partnership (IGEP) programme was designed to support the Government of India in its efforts to ensure more efficient use of resources and better climate protection measures as means for responding to these challenges. IGEP is implemented by the Indian Ministry of Environment in cooperation with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The overall objective of IGEP is to support decision makers at national, state and local level in using innovative solutions for the improvement of urban and industrial environmental management and for the development of an environment and climate policy.
The first phase of the programme was finalised in July 2015. On behalf of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) India, adelphi evaluated the success of the programme in relation to the set objective. To that end, adelphi developed an analytical framework for the impact analysis and carried out the evaluation of the policy impact of the IGEP project. Finally, recommendations and lessons learnt based on the evaluation were developed with a view to future programmes in the bilateral cooperation between Germany and India.
