adelphi and UNEP/GRID prepared background studies on integrated risk assessment for the joint UNEP, UNDP and OSCE "Environment and Security Initiative – Transforming Risks into Cooperation". Based on the feedback from national stakeholder forums conducted in each of the five Central Asian Republics and interviews with key decision makers and analysts in national and multilateral aid agencies, the existing methodology was further developed and applied to the sub-national level and other regions (i.e. the Caucasus). adelphi's expert team prepared the structure for an indicator based early warning system to be applied systematically at the national and sub-national level.
