Scientific and technical support for the ICAP Secretariat

The International Carbon Action Partnership (ICAP), founded in 2007, is a unique multilateral forum in which officials exchange knowledge and experiences on the design and operation of emissions trading systems (ETS). By providing a forum for technical discussions and knowledge sharing on ETS design questions and through outreach activities, especially in emerging economies and developing countries, ICAP aims to contribute to establishing a well-functioning global carbon market. ICAP facilitates cooperation between countries, sub-national jurisdictions (states, provinces, cities) and supranational institutions that have established or are actively pursuing carbon markets through mandatory cap and trade systems. Today, the partnership consists of 31 full members and five observers from around the world.

The ICAP Secretariat was established in Berlin in 2008, and is affiliated with the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU). This next stage of the ICAP project continues the ongoing work of the ICAP Secretariat as well as scientific and administrative support services for the BMU on carbon pricing. 

Since 2008, adelphi has hosted ICAP, provided staff for the Secretariat, and worked to make the ICAP website a comprehensive knowledge platform for emissions trading issues. Key adelphi contributions include conceptual and strategic assistance to the ICAP process, as well as administrative support and financial management.
