
In the course of developing the German Adaptation Strategy for Climate Change (Deutsche Anpassungsstrategie an den Klimawandel, DAS), the Inter-Ministerial Task Force Adaptation (IMAA) has stipulated a regular evaluation of the strategy in its 2015 progress report. For the first evaluation of the DAS, adelphi and CEval have developed an evaluation method on behalf of the German Environment Agency.
In line with the principle of subsidiarity, adaptation happens at several levels in Germany. The German Adaptation Strategy is the overarching framework, but nearly all federal states have already developed their own, state-specific adaptation strategies that incorporate regional characteristics and challenges. This guideline offers core advice for the development of evaluation methods for adaptation strategies, allowing the states to profit from evaluation activities on the federal level.
