The publication "A look back to take the next steps forward" is based on the results of a study conducted by adelphi in 2015 and commissioned by the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety with support from the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The aim of the study was to analyse the role of the International Partnership on Mitigation and MRV in international climate policy and give an assessment of its previous performance. The Partnership was founded in 2010 to promote exchange on mitigation activities and MRV between developing, emerging, and industrial countries and in doing so advance the implementation of the national climate goals set by the states themselves.
This study presents the unique features that distinguish the Partnership in the international climate governance architecture and documents main deliverables of the IPMM. Furthermore, it summarises lessons learnt during five years of the Partnership’s existence and poses questions for identifying the role of the IPMM following the adoption of the Paris Agreement by outlining possible next steps in the Partnership’s activity.
