The Federal Ministry of Labour and Social Affairs (BMAS) has awarded the present study on the implementation of the UN Guiding Principles in the context of the "Federal Government’s National Sustainability Strategy for Corporate Social Responsibility of Companies (Corporate Social Responsibility - CSR) - Action Plan CSR" (in the following: CSR Action Plan). The CSR Action Plan expressly aims at, inter alia, "strengthening CSR in international and developmental contexts". The present study is carried out in the context of these efforts. According to the call for tender, the study shall contribute to a discussion of the "Requirements and possible means to implement the ‘Guiding Principles’ described by Professor Ruggie and the chapter on the corporate responsibility to respect human rights in particular". In that regard, the main issue shall be whether and to what extent state institutions can support companies.
