Workshop: Adapting a study of German promotional programmes for increased energy efficiency to the Chinese context

Promotional programmes which finance energy efficiency measures in the industrial and building sectors are being used in Germany as a suitable solution for increasing energy efficiency. On behalf of the Indo-German Energy Forum (IGEF), adelphi undertook a comprehensive analysis of German promotional programmes, analysing their effectiveness and the extent to which they can be successfully implemented in India. The results of the study are not only relevant to India. Consequently, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) commissioned adelphi to prepare and carry out a workshop with Chinese experts from relevant governmental institutions (including the National Development and Reform Commission). The goal of the workshop was to identify the extent to which the current study needs to be adapted to the Chinese context. The following areas of change were identified: supplementing the study with additional parameters for evaluating effectiveness, analysing the relevance of individual programmes for China, collecting (updated) data on the new and already-researched promotional programmes, and producing detailed case studies of the five programmes with the greatest relevance for China.
