Translated title: Management Rules of the German Sustainability Strategy

The management rules contained within the Federal Government’s sustainability strategy are conceptualised as a central element of the national sustainability policy architecture. They have undergone only minor revisions since their adoption in 2002. At the same time, there exists a substantial need to revise the rules to make them more effective and more attractive. Despite their application within the Regulatory Impact Analysis, the rules play little role in the formulation of policies and strategies, their composition seems at times arbitrary, while they address global connections and interactions only inadequately.

On the basis of an observation of the previous development and use of the rules, as well as of their strengths and weaknesses in the context of current challenges, this report provides recommendations and suggestions for the rules’ continued development on substantive, communications, and process levels aimed at, among other goals, incorporating a more global and systemic perspective, seeking improved communications with target groups and actors, and at improved operationalisations.
