Today, ICAP provides its 29 members and 3 observers from Europe, North America and the Asia-Pacific region a forum for discussions on all aspects on the design, compatibility and potential linkage of national and regional emissions trading systems (ETS). It allows them to exchange knowledge and experience in the area of emissions trading on a continuous basis. The partnership thus facilitates the compatible design of emissions trading systems around the world, thereby contributing to the potential linking of ETS and the establishment of a global carbon market.
Since 2008, Germany provides the project manager of ICAP. The ICAP process was further strengthened by the establishment of a secretariat in Berlin supporting ICAP’s members. adelphi already contributed to this first phase of institutional strengthening as partner of the Federal Environment Agency (UBA) and the BMU. This successful collaboration will now be continued and further expanded as adelphi provides scientific and technical support for the ICAP Secretariat. This includes staffing for the secretariat and administrative support, financial management as well as in particular collaborating with ICAP members and providing support for their work.
