In order for a city to be prepared for climate change, integration of climate adaptation measures into municipal planning processes and creation of concrete planning and implementation criteria are essential. This policy paper summarizes twelve recommendations for action for federal, state, and local governments to strengthen the integration of climate adaptation to heat and heavy rain into municipal planning. It pursues two goals: First, to improve the framework for integrating climate adaptation concerns into urban planning at the federal and state levels. Secondly, climate adaptation concerns should be integrated more strongly and appropriately into formal and informal planning at the municipal level.

The recommendations are addressed to political decision-makers and actors who are directly or indirectly involved in the integration of climate adaptation into municipal planning processes. In particular, these are political decision-makers at federal, state and municipal level, municipal administration, climate adaptation managers, landscape and urban planners, as well as multipliers such as the German County Association and the German Association of Towns and Municipalities. The recommendations for action were developed within the framework of the research project "ExTrass: Urban Resilience towards Extreme Weather Events - Typologies and Transfer of Adaptation Strategies in Small and Medium-Sized Cities" (as part of the BMBF initiative "Zukunftsstadt") in close exchange between municipal planners, other municipal representatives and scientists.
